What Is Secondary Containment and Why Might It Need a Protective Lining?

Primary containment consists of the tanks, drums, piping and equipment intended to hold a material during normal operation. Secondary containment is the surrounding structure designed to capture an accidental leak or spill if the primary container fails.

Containment areas may include concrete floors, pads, curbs, walls, trenches, sumps and equipment bases. Unprotected concrete and masonry are porous and may deteriorate when exposed to acids, alkalis, solvents, fuels or other chemicals. A compatible resin lining creates a continuous protective barrier over the containment structure.

Depending on the stored material, the system may use epoxy, novolac epoxy, vinyl ester, polyester, reinforced lining or another specialized chemistry. The correct system depends on the chemicals, concentrations, temperatures, expected containment duration and condition of the underlying structure.

PROJECT CONSIDERATIONS

Containment Is a Complete Structure—not Just a Floor Coating

A lining must continue across floors, curbs, walls and other surfaces that could contact a spill. Joints, cracks, penetrations, drains, pipe entries, corners and transitions require compatible detailing because these areas can become routes through which liquids escape.

The facility or its qualified consultant must establish the required containment volume, hold time, chemical exposures, regulatory requirements and cleanup procedures. The coating contractor does not determine the required capacity or certify the complete structure by applying a lining.

Topseal evaluates the accessible substrate and installs the specified protective system. Structural defects, active movement, unstable concrete and unsuitable joints must be addressed before lining work begins.

The lining must protect the substrate and remain continuous for the period required to detect, contain and clean up an accidental release.

Porous Concrete and Masonry

Untreated concrete and masonry can absorb liquids and allow chemicals to penetrate below the surface. A compatible lining creates a continuous barrier between the stored material and the containment substrate.

Chemical Deterioration

Acids, alkalis, solvents, fuels and process liquids can soften coatings or deteriorate concrete. The lining chemistry must be checked against the actual material, concentration, temperature and containment time.

Joints, Cracks and Penetrations

Construction joints, pipe entries, drains and cracks can interrupt an otherwise continuous lining. Each detail requires a compatible treatment selected for the expected movement and chemical exposure.

Unprotected Curbs and Walls

Coating only the horizontal floor leaves curbs, walls and corners vulnerable if a spill rises above the floor surface. The protective system should continue over every surface included in the containment design.

Traffic and Mechanical Damage

Foot traffic, carts, drums, equipment and maintenance activity can wear or puncture an unsuitable lining. Aggregate, additional build or reinforcement may be incorporated where the containment area also functions as a working floor.

Failed or Incompatible Linings

Blistering, softening, cracking and loss of adhesion can indicate chemical incompatibility, moisture, inadequate preparation or movement. The failure should be investigated before the containment area is relined.

Commercial containment areas can be relatively small while still requiring careful detailing. Floor-to-wall transitions, thresholds, penetrations and joints must remain compatible with the stored material and intended hold time.

Industrial containment structures can surround chemical tanks, drums, pumps, piping, process equipment and transfer areas. The lining may need to protect concrete floors, walls, curbs, sumps and trenches from concentrated acids, alkalis, solvents, fuels or other aggressive materials.

Chemical processing, manufacturing, pulp and paper, wastewater treatment, food production and marine or transportation facilities can present different exposure combinations. Novolac epoxy may suit certain chemicals, while vinyl ester, polyester or reinforced systems may be required for more aggressive conditions.

Most homes do not require a professionally lined secondary containment structure. A specialized system may be considered around private workshop chemicals, equipment fluids, fuel storage, battery systems or other materials with a defined containment requirement.

The stored product and quantity must be identified before a lining can be selected. A general garage coating should not be represented as certified secondary containment without the necessary structural design, curbs, joints, capacity and chemical-resistance review.

Questions About Secondary Containment Coatings and Linings

The protective lining must be coordinated with the structure, stored materials, required containment period and cleanup plan.

What is secondary containment?

Secondary containment is the backup structure surrounding a tank, drum, pipe or piece of equipment. Its purpose is to capture an accidental release if the primary container fails and prevent the material from escaping into the surrounding property or environment.

What is the difference between primary and secondary containment?

Primary containment is the tank, drum, pipe or equipment that normally holds the material. Secondary containment is the surrounding floor, curb, basin, sump, trench or other structure intended to capture a spill from the primary container.

Why does concrete containment need a lining?

Concrete is porous and can be attacked by acids, alkalis, solvents and other chemicals. A compatible lining provides a protective barrier intended to resist the stored material and prevent it from penetrating the concrete during the required containment period.

Which materials are used for containment linings?

Systems may use epoxy, novolac epoxy, vinyl ester, polyester, polyurea, reinforced linings or other specialized materials. The appropriate chemistry depends on the chemical, concentration, temperature, exposure duration and condition of the substrate.

How is the correct lining selected?

The facility should identify every stored material, concentration, operating temperature, expected spill temperature and required containment time. Manufacturer resistance data is then used to determine whether a proposed system is suitable.

Does the lining cover floors and walls?

It should cover every surface included in the containment structure. This may include floors, curbs, walls, sumps, trenches, equipment bases and other surfaces that could contact the contained material.

How are joints and penetrations handled?

Joints, cracks, drains, pipe penetrations and transitions require compatible detailing. Some joints need flexible treatment or chemical-resistant waterstops rather than being covered with a rigid coating. The detail should reflect the expected movement and exposure.

How long must a containment lining resist a spill?

The required period depends on the facility, chemical, structure, cleanup plan and applicable requirements. Short-term splash resistance is not necessarily sufficient for a containment area expected to hold a chemical for hours or longer.

Can a containment area also be used as a working floor?

Yes, but the system must resist both chemical exposure and the expected traffic. Aggregate, additional build or reinforcement may be needed where carts, drums, forklifts or maintenance activity could wear or damage the lining.

Can an existing containment area be relined?

Possibly. The existing lining must be assessed for adhesion, compatibility, contamination and deterioration. Failed material normally needs to be removed, and damaged concrete, joints and transitions must be repaired before the replacement system is installed.

Does applying a lining certify the containment structure?

No. The lining is one component of the containment system. Structural capacity, volume, drainage, leak detection, regulatory compliance and required hold time should be established by the facility and its qualified consultants.
